No one understand physics here? Lets attempt to do this in layman's terms.
The outer wheel is moving a hell of a lot faster than the center of the wheel (where the logo is located) because both need to rotate in the same amount of time, but the outer wheel has a lot more ground to cover than the center. That's why most of the wheel looks blurred but the center doesn't.
As for the car not being blurred: take a good look at the road. It appears blurred. The reason for this is because the camera was "following" the car as the picture was taken. Judging by the amount of blur on the road and the difficulty of taking a pic at high speeds that actually is in focus, they must have only been going 10-15 mph. They probably just got a green light. |

| The wheel doesn't have motion blur, that's a dirty window from the vehicle the picture was taken from. The picture is real, why would it be fake? |
